Democrat Secures Victory in Trump-Targeted Texas District, Defying GOP Redistricting Strategy
Johnny Garcia's win in Texas' 35th Congressional District marks a significant setback for Republican efforts to solidify control of the U.S. House through mid-decade redistricting.

Democrat Johnny Garcia has been projected as the winner of Texas' recently reconfigured 35th Congressional District, successfully overcoming an electoral map strategically drawn by Republicans to shift the seat's political alignment. The redistricting process had previously led to the displacement of Democratic Representative Greg Casar, who subsequently sought election in a different district.
Garcia, a deputy with the Bexar County Sheriff's Office, defeated Republican contender Carlos De La Cruz, an Air Force veteran who had received an endorsement from former President Donald Trump.
Following his victory, Garcia shared an update on social media: "Carlos De La Cruz just called and conceded the race, and I thanked him for a hard fought campaign. I'm grateful to the voters of TX-35 for their trust. Whether or not you voted for me, I'll fight to lower your costs, make healthcare affordable, and keep our community safe. Thank you to everyone who made this possible!"
A Contested District's Transformation
This election served as a closely observed indicator of the Republican Party's mid-decade redistricting approach in Texas, an initiative intended to bolster the GOP's majority in the U.S. House of Representatives in anticipation of the 2026 midterm elections.
In 2025, Republican legislators significantly altered the district's boundaries, reportedly at the behest of former President Trump. These changes transformed what was once a Democratic stronghold into an area that would have shown a preference for Trump by approximately 10 percentage points in the 2024 presidential contest. The redistricting also necessitated the former Democratic incumbent, Casar, to pursue election in the reconfigured 37th Congressional District instead of defending his previous seat.
The newly established 35th District encompasses parts of San Antonio, along with surrounding communities within Bexar County and adjacent counties.
Candidate Profiles and Campaign Focus
The race featured two candidates with distinct backgrounds. De La Cruz, a veteran of the Air Force for two decades and a former gym owner, entered the general election with the backing of former President Trump and a notable family connection in Washington; his sister, Republican Representative Monica De La Cruz, represents Texas' 15th Congressional District.
Garcia, a long-serving Bexar County sheriff's deputy, ran on a platform as a moderate, emphasizing "law-and-order" principles. His campaign appealed to voters by focusing on the concerns of working families and the rising costs of living.
Both candidates advanced from competitive primary runoffs held in May. De La Cruz emerged victorious over Republican state Representative John Lujan, while Garcia secured his nomination against Democratic rival Maureen Galindo.
Broader Implications for Political Strategy
Given the district's Hispanic-majority electorate, the election also became central to a broader political inquiry: whether Republicans could sustain the gains made by Trump among Hispanic voters in 2024 during a midterm cycle, particularly without the former president actively on the ballot.
The outcome extends its implications beyond South Texas, providing a crucial test of whether redistricting efforts can reliably translate favorable presidential voting patterns into congressional victories, or if the individual appeal of candidates and evolving voter priorities have the potential to disrupt such calculations.
With the national control of the House of Representatives at stake, this race was one of several battleground contests in Texas that garnered considerable attention from both major political parties.
